Anker 537 24K Powercore is 65W if you use just a C1 port, and the mentioned 45W+20W on Amazon and in our listing is only in case of using two fast-charging USB-C1/C2 ports at the same time.

So you can connect your 65W laptop to this powerbank's C1 or C2 ports to recharge it, but if you are using one phone and one Laptop in that case, the powerbank won't be able to charge your 65W laptop. And the power will be divided into two ports at C1, it will be 45W, and at C2, it will be 20W.
