Why can't 733 Power Bank charge the Dell XPS 13 laptop when in battery mode?

The Dell XPS 13 laptop needs 45W to be fully charged. And the output of the 733 Power Bank is different when in battery mode and charger mode,

When in charger mode, it can output a 65W charging speed per USB-C port max. A 25W charging speed per USB-A port. 

When in portable charge mode, it can output a 30W charging speed per USB-C port max. A 22.5W charging speed per USB-A port.
