The Anker 717 charger supports PD3.1. Theoretically, it can charge 140W laptops well. However, Due to Dell's proprietary charging protocol, some Dell 130W laptops like the Dell XPS 15 (9500/9510), Dell Alienware X14, and Dell Mobile Precision Workstation 5570 can not be charged at full speed with this charger, so your Dell laptop will show "slow charger/underpowered" even using an Anker 140W charger.
